SAME META TAGS ON ALL PAGES THAT MAKE UP A FRAME

My site is made up of two frames. One is "buttons.htm"(just fancy buttons) the other is "index3.htm".
The latter is the main body of the site and can stand alone in case of a "no frame" browser. The frame
info is contained in "index.html" I also have a link to one other page in my domain called "list.htm". If
someone was to find any of these pages there is a link on each one to get them to the main (framed)page,
"index.html". I decided to put the same 200 keywords(max according to DEADLOCK)and META "description" and
slightly different "Title" on each page. Does anyone see a problem with this? I would registered each page
with the search engines. Is this spamming? All keywords are different but exactly the same on each page.
