It's really annoying when an editor decides the DTD is part of the text and moves it under the BODY tag, or shuffles the order of the tags in the HEAD area on its own.

Dreamweaver doesn't touch your code at all
you can even tell it to check your syntax
(and what to check in it) or just turn it off.

You can also tell it how to write out the source.
