target="window" Are you penalized?

Jim and Max,,,great site!

I've used your BBS for the past 3 months and have found it extremely useful and reliable.
I now have 3 listed in Yahoo (different sites).

I finally have a question that I do not see an answer for about my site.

On my site: http://www.members.mva.net/galaca/haverhill.html which is a Community Information and Guide site,I have linked local weather, TV listings, etc.

Question: If I use a to link off my site, will I get penalized with the search engines?

ps: I still have to work on my metatags to get a higher ranking......any suggestions?
