Are windsurfing and windsurf two different words?

I recently submitted a bunch of pages for a local windsurf(ing) shop and used the keyword "windsurfing" in my meta tags. We seem to be showing up fine if windsurfing is used in the search string but there is a noticable dropoff if windsurf is used. If I redo the metas can I add the word "windsurf" without penalty or should I take out a few "windsurfings". I like our windsurfing position and don't want to screw it up but I have a feeling that windsurf is a better word. Will five or six of each word put me in the spam category?
