It is called webbbs and is available for download from http://www.awsd.com/scripts/webbbs . I have no connection with the folks who put this out except as a satisfied user. The board saves messges as simple text files and creates html pages on the fly. It also allows linking to other sites or graphics within your messages (if you as the administrator decide to allow it). It also allows e-mail notification of new messages and password protected user delete option.
