Searchs using other Searchs and meta tag for revisit?

Hi all ,

I have two questions.
First,
When going to a add site page, some searchs say they are using another
search to index their sites. Is it spamming to submit at both? For
example: AOL's Netfind says it is powered by Excite
Magellan's search is powered by Excite

Also, while browsing the internet I came across an interesting meta
tag. I don't remember exactly what it was but it had something like
index or changes every 15 days. Like it was telling the search to
come back for changes?
Does anyone have any info on this?
