IP and "user agent" delivery

I would appreciate understanding what devlivering a web page to a search engine using "user agent" and "IP" delivery means. It is apparently a method of targeting a gateway page to a search engine only without having to redirect or using the refresh meta tag. It was discussed in Search Engine Watch, but not explained how to accomplish it. We have a good technical site and I am trying to increase visibility within the scientific community.
