Canadian Search Engines/Domain Names

Needing information or links to:

Canadian Search Engines...are they filtering out ".com, .org, edu" etc. and only permitting ".ca" URL's to list or stack ".ca" URL's above all others?
If this is happening, do we have to register with the Canadian NIC group?
Legal questions abound...but hey..
