Your first HR, at the top of the page, has these attributes ... and the size="1" is now SHRINKING
all the text.

hr align="left" size="1" color="#FF0000"

What page authoring program are you using? Considering that it is messing up Netscape, it must be a Microsoft page making program. Can you make it do just a plain with no width or color attributes?
