Getting site listed without submitting it.

More than a year ago I put together a simple single page site using FP97.
I intended to add more meat to it but lost interest in that particular project.
The page was left abandoned on the internet.
Of course I never submitted the unfinished site to search engines.
Still you would think some spider would stumble over it and eventually
index it. That hasn't happened as far as I can tell.
The question is, do search engines REALLY send out spiders to look for
sites or do they just wait for submissions to come to them?
