Listing Duplicate Pages

My listings are not coming up high enough in
the searches, and the titles of my pages need
to change a little. If I switch the file
names and pages titles and submit as a new
site, but leave the original pages up, will
I be penalized for having two versions of the
same site listed in the search engines?
