Try setting each new cell to have a blank background (td background=""), without including a cell background color (no td bgcolor attribute at all, in each new cell). This gets the results you want in both Navigator and IE. At least on Macintosh versions anyway. I haven't tried it on PC versions yet, but it probably does the same thing. Doing so will allow the parent cell background image to show through each new nested cell, without retiling the image within them.
