As far as I know, Tripod does not allow cgi scripts. In order to install
a message board, you need to find a hosting provider that allows cgi.

Hypermart (http://www.hypermart.net) offers free hosting and allows
you to run cgi scripts - if you get an account there, you'll be able
to install your script.
