She is correct you cannot put quotes around individual phrases. The good news is there is no reason to do this.

Some people favor 1 over the other but you can really go either way on this one. With a carefully worded keyword tag seperated by spaces you can sneak a couple extra phrases in.
EXAMPLE
pet fish food VS
pet fish, fish food

Personally I have always used commas and it works fine.
