The short answer is lots of money!
As a minimum you will need the server box itself running either Unix or Windows NT,
a leased line connection to the internet (expensive), and a UPS if you
really can't afford to let your server go down. You will also want a
serious backup device.

It's difficult to give prices and specs without knowing what you want to serve up from your server.
Plain HTML? Streaming media? FTP? News? Mail?

You really need to know what you want to do before you can decide
what the requirements are.
