Opinions on frames?

I'm working on a site where I am tempted to use frames, but I could design
it without using them.
What is your opinion on frames?
Do you like them personally?
Do you like them for site design?
AND is there any adverse SE implications?

btw the site would only have the left side navigation frame and a body
frame.
