Things to consider:

* Users (the average user) won't be able to bookmark specific pages, which annoys many people
* If a user does pick up a page from a search engine that is not the Frameset, you must have some type of script that will redirect the user to the frameset

Personally, Frames are probably easier to maintain as a developer. But the simple fact is that many surfers just plain HATE frames.
Most times, the right way is more labor intensive.
