Loss of GOTO keyword tool

GOTO has withdrawn it's term suggestion tool - a fantastic keyword selection utility, used by us all up till now :-(

Do they now offer this previously free service to advertisers ?
(I don't know because I've never bought any ads on Goto). Does anyone know if this is the case ? If so, do you think it's worth paying the minimum advertising fees (is it $25 ?) just to have access to the keyword tool ?
