Yahoo! has two search methods: a) you can search for keywords or b) you can "browse" the categories. Users who browse will nearly always visit the main (non-regional) categories UNLESS they're looking for something specifically "physical", for example a local restaurant. So what I'm saying is that with a regional listing you'll catch just as many users by the search method, but you'll lose out on the 'browsing' traffic - a significant percentage, I'd say.
