My experience is that using pixel widths to a standard width is the best.

The reason for this is that the background image is set in pixels.
If the tables are set in percentages then the text won't line up with
the background, which is what happened to me.

If you don't have a background that needs to be aligned like that, then
percentages would allow the entire page to load with/out side scroll
bars, but then the text alignment might get screwed up if you rely on
"<BR>" tags. I find that using a 640 width standard makes the page look
right on all browsers all the time. People w/ 10" monitors might have
scroll sideways, but that is better than not being able to read the text
at all because the text is balck on a black background.
