double meta keywords-content

I notice some sites are listing more than one meta-keyword/content in their HTML. For instance, see below:

<META NAME="Keywords" CONTENT="hawaiian shirts, hawaiian shirt, Hawaii shirt, hawaii shirts, Hawaiian shirts, aloha shirts, Aloha shirts, tropical shirts,">

<TITLE>Hawaiian Shirts Main Page</TITLE>

<META NAME="keywords" CONTENT="Hawaiian Shirts, hawaiian shirts, aloha shirts, Aloha shirts,
Women's Dresses, wedding dresses...and so forth">


Does listing it this way improve search engine/index listing? And do search engines/indexes penalize websites that do this?
