I would say,
Priority:
1. Title (which can also be more then one or two words, like
"Joes Cars" Could be "Joes Cars repairs estimates newyork city"
2.Keywords and description...neck and neck
3.As mentioned in the other posting links to and from your site
4.ALT Tags, use them to fortify you keywords
To make the SE robot more sensitive to your keywords you should
focus on:
1. Keyword density (Dont use the same word over 3 times)- Yep
2. Keyword at the top of the page - Yep
