The first problem is that the page has zero content, search engines like content. Second the meta refresh tag can cause problems with some SEs. Third your interior pages are framed and SEs will have a hard time spidering these pages. Most people with framed sites concentrate on having a SE friendly intro page to compensate, your intro page is very SE unfriendly. Hope this helps.
