I have looked at the coding in Lotus Notes, and changed what I can. Is there a simple solution I have missed or do I need to do a complete overhaul?

Second the meta refresh tag can cause problems with some SEs. Third your interior pages are framed and SEs will have a hard time spidering these pages.
